Chiropractic Cartel Holds Annual Meeting

Hosted by FCLB in Partnership with NBCE

The Federation of Chiropractic Licensing Boards (FCLB) along with their partner, the National Board of Chiropractic Examiners (NBCE), is holding their 90th annual conference from April 27-May 1, 2016 in Phoenix this week.

Following all day meetings of the FCLB on Wednesday the conference picks up Thursday with an “Update on the Profession" from Standard Process’ Director of Professional Development, followed by International Chiropractors Association (ICA) Vice President Stephen Welsh and the American Chiropractic Associations’ (ACA) Nathanial Tuck DC.

Those attending the Chiropractic Summit Group meeting all day Thursday will want to be sure to step out for the 26th Annual Joseph Janse lecture which will be delivered this year by Wayne Wolfson DC. Dr. Wolfson sits on the boards of National Chiropractic Mutual Holding Company and NCMIC Group. Wolfson is the past chairman of the Florida Board of Chiropractic Medicine, past president of the Federation of Chiropractic Licensing Boards (FCLB) and a past board member of the National Board of Chiropractic Examiners (NBCE). He has been recognized for his service being honored by both the NBCE and the FCLB with their highest awards.

The speakers for the Janse Lecture series are chosen by a committee of the FCLB board based on their oratory skills, ability to envision future possibilities, and to encourage the audience of regulators to consider new points of view, new perspectives in their approaches to public protection. Strangely enough, considering this year’s speaker, the “ . . . Janse Lecture is successful if the speaker presents a different viewpoint and rekindles passion.”

The leadership of the Council on Chiropractic Education (CCE) including Craig Little, a member of the West Hartford Group, will be on hand to answer the question “What’s an accrediting agency supposed to do”? International accreditation standards are also slated to be discussed.

Hopefully all members of the Cartel will be present for the presentation by Ms. Amy Richardson, Associate in the law firm of Atkinson & Atkinson on the landmark Supreme Court case: NORTH CAROLINA STATE BOARD OF DENTAL EXAMINERS V. FEDERAL TRADE COMMISSION.

This case no doubt has chiropractic boards controlled by the Chiropractic Cartel very concerned. With issues such as those we have seen in Florida and several other states some Boards have become at least a little conscious of their liability when it comes to actions they take that might restrain trade.

Attendees will be sure not to miss the update from the Congress of Chiropractic State Organizations (COCSA) which will finish up the morning’s events. 

All day Friday is taken up by the NBCE meetings and presentations, luncheon’s, buffet dinners and a baseball game. 

The conference winds up Saturday with FCLB presentations, trainings, meetings and voting. 

These groups, professional organizations and schools are referred to as the Chiropractic Cartel because they enjoy a monopoly on the educational and licensing functions of the entire chiropractic profession throughout the United States, Europe, Australia, New Zealand and Africa.

The Chiropractic Cartel includes mostly members of the so-called “Chiropractic Summit” group which has as one of its goals the establishment of chiropractic as the practice of primary care as chiropractic physicians.

Among the Cartel are key players who exert the actual control over licensing and education. For the most part one needs to graduate from a CCE accredited school and pass all parts of NBCE testing in order to get a license to practice anywhere in the world which gives them a significant amount of control over the entire profession. 

Perhaps this will be discussed in the session on restraint of trade during the meeting.   

The FCLB and NBCE has a long history of cooperation and “partnerships” that have been questioned by many in the profession. For the most recent year available (2014), financial records show the NBCE gave the FCLB over half a million dollars to fund its operations. This adds to the $2.5 million dollars NBCE gave to FCLB during the previous 5 years. The FCLB also enjoys free office space at the NBCE headquarters in Greeley Colorado.
